MOROBE PROVINCIAL ADMINISTRATION

The Division of Community Development is one of the nine Divisions under the Morobe Provincial Administrations. The Division implements the Community Development Program which includes:

  • Provision of Counseling services to welfare clients, including individuals and families.
  • Preparation of court documents for affiliation, maintenance cases, adoptions and child custody cases for Court.
  • Promoting awareness and advocacy programs on social issues including rights of the child, and women’s rights.
  • Promote gender equality through awareness workshops.
  • Registration of births, deaths and marriages.
  • Promote community learning centers as focal points for community learning, includes general community development activities.
  • Promote disabled activities through  the Babafic Trust
  • Promote awareness and training on good governance for all community leaders, including women, youth and ward councilors.
  • Promotion of youth activities.
  • Capacity Building for Community Development Officers.

The approved staff ceiling is 9, with staff on strength at 5. There are 4 vacancies yet to be filled.  There is one Community Development officer per district.  The Division is small compared to the other Divisions under the Administration, although the demand in workload is high.

The Division is now focused on implementation of the National Integrated Community Development Policy which is aimed at strengthening communities and enhancing community accessibility to    learning and development opportunities which is consistent to the theme of the 5 year Development Plan of the Province,
“Transforming lives and communities”. The Integrated Community Development
Policy is promoting Community Learning and Development Centers as a focal point for learning and development programs of the communities.

This is one of the examples of piece of land (Photo 1) that is set aside by the people of Tamigidu village, of Nawae District in the Morobe Province to build Community Learning Centre, to accomplish one of our core program.

The idea of a central meeting place for communities already exists in some wards and villages in the Province. This type of building shows a  typical traditional  “haus Boi” where certain cultural practices are used and applied, however  the proposed community development learning centers will be  more gender balanced for all members of the community to use to  promote peaceful, productive and innovative communities.


The Division will be working with other sectors such as Education, Health, Agriculture, Commerce and others to bring information and awareness on their programs to the communities.

The Division also networks with other partners such as NGOS; Community based organizations, and churches in community development activities to help communities helping themselves.
